MESSAGE FROM THE RECTOR

Prof. H.L. Obeyesekera, Ph.D. Rector, Horizon College of Business & Technology & Dean, Faculty of Technology, Horizon Campus. He is specialist in Higher Education, Technical & Technological Education, Scientist, Senior Consultant for Vocational & Entrepreneurship training sector in Sri Lanka and Overseas. He is the Senior Member of International Vocational Education and Training Association (IVETA) USA, which is a Worldwide Technology Education and VET Training providers’ professional organization. He was the first Sri Lankan Vice Chairman of IVETA for South Asian Regional Countries (SARC), in the period of 2007-2009. In 2009, he was awarded year of Excellence for his contribution to the IVETA Development in South Asia. He also served as a country liaison officer for Colombo Plan Staff College (CPSC) Manila, Philippines from 2006-2010, in addition he served as the Senior Expert for VET training programmes of CPSC and Programme Expert and Country Representative for Asia-Pacific Accreditation Certification Commission for (APACC) of CPSC 2008-2010. Currently he is an active member of European Association of Institutes for Vocational Training (EVBB) from 2011 to date.

Other than education expertise, Prof. Obeyesekera is Senior Expert in Agriculture & Bio-Traditional Knowledge, Genetic Resource and Folklore in Intellectual Property Rights of World Intellectual Property Organization (WIPO-UNO), Geneva, Switzerland 2010/2011. He was a consultant and coordinator for many Vocational & Entrepreneurial training programmes in Sri Lanka, with collaboration of UNESCO, EEC Trust Fund, International Women Development Programme, GTZ etc. Prof. Obeyesekera as an Engineer Agronomist, holding a B.Sc./ M.Sc. (Hons) degree (1982) and PhD (1986) in Genetic Plant Breeding & Seed Production, Agriculture, from Peoples Friendship University (PFU), Moscow USSR and Postgraduate Certificate Holder in Curriculum Planning and Research in Education, Wollongong University, NSW, Australia (1997)

Prof. Obeyesekera during his tenure of office as the Chairman/CEO, National Apprentice & Industrial Training Authority (NAITA) 2015, recognized the Authority according to the Authorization of National Vocational Training Needs of the country. And he was a Senior Adviser to the Ministry of Skill Development & Vocational Training, Sri Lanka for upgrading programmes of University of Vocational Technology, Sri Lanka Ocean University & International Projects Coordination. As the Director General of the Department of Technical Education & Training (DTET) (2006-2010) established 9 colleges of Technology covering all provinces of Sri Lanka, where Advanced Technician and Technology Courses, equal to NVQ level 5 & 6 leading to the University of Vocational Technology are conducted, with the assistance of GTZ, JICA, KOICA, ADB foreign funded projects. Simultaneously he held the post of Project Director of GTZ (REVO) and JICA (JSCOT) projects, and Institutional Project coordinator of KOICA and ADB (TEDP) projects. Technical Education Curricular were revised to suit the international standards and all Technical Colleges adopted to Quality Management System (QMS) and Change Management System which lead to National productive ity award in 2007/2008. He was the Chairman of the Board of Management in Public Private Partnership –TDT in Colombo/ CTET in Kandy (2006-2010).

In his long carrier as an Educationist he has worked as DDG & Director General of the Sri Lanka Institute of Advanced Technological Education (SLIATE) under the Ministry of Higher Education, (2000-2006) where he was mainly instrumental in upgrading many National Diplomas to Higher National Diplomas obtain local & international recognition. Prior to his entry to Higher Education & Technical Education he had professional experience in Secondary Education. He was Director (Coordinator) Team Leader/ Chief Project Officer/ in Agriculture/ Bio-Technology/ Technical & Non formal Education of National Institute of Education (NIE) for over 10 years (1990-2000) where he was involved in upgrading Agriculture-Technical Education System through operating National Curricular Development Network. He counts the credit of introducing the Technology Education Stream subjects at collegiate level of General Education and he was a Director of National Ayurvedic Medical Research Institute (BMARI) (2010/2011) and initiated to upgrade indigenous Medical Research activities and introduced collaborative research programmes with WHO. He was the Senior Consultant / Senior Resource Person in curriculum development and planning for Asia Productivity Organization (APO) Japan (1994-1996) and NSW Education / TAFE Australia 1997 and was an Executive Board Member of Asia Pacific Educators Association for Agriculture & Environment (APEAEN) Japan (1996-2000). He served as a Project Manager of Agpro (Pvt) Ltd (1987-1989)
In his career He served as a Member/ Chairman for many Governing Boards of Educational Organizations such as Tertiary and Vocational Education Commission (TVEC), National Education Commission (NEC)- Technology Standing Committee, University Grant Commission (UGC) –Member of UGC in Education & Distance Education Steering Committee as UGC nominee. University of Vocational Technology (UNIVOTEC), University of Ruhuna/ Faculty of Agriculture, University of Colombo/ Ind. Medical Institute, SLIATE Ministry of Higher Education, German Technical College, NIE/ Academic Affairs and many other research committees.
Prof. Obeysekera is an Environmental Conservation & Green Technology Expert and Professional Consultant for Vocational & Entrepreneurial Training Sector. He is an Entrepreneurial Training Expert in SME Development (In Israel). In the capacity of Senior Consultant, he served the Commissioner of Rehabilitation Division, of the Ministry of Justice in Sri Lanka, managed the Vocational & Entrepreneurial Training programme for ex-combatant from conflict affected areas of North and East.
